For PC: Adobe Audition is a great piece of software (the last version was called "Cool Edit").
For the Mac, I would still say Protools is the way to go, but you have to buy digidesign hardware to go with it.

acid all the way its free and comes with everythin pretty much

really easy to use and as i said before free to download woot

i would suggest digidesign protools you can get a digi 001 at a reasonable price because they are not discontinued.. they have the digi 002 but its very expensive. Also.. a software called Reasons is good too. Reasons would be more for sampling and looping.
