Tiki Everywhere
The Phase Four-funded Tiki Taane (pictured) solo album has certainly seen its fair share of airplay. Fourth single 'Always On My Mind' has been a cross-format smash, with high rotate play on almost every radio station in the country. The song hit the number one spot on the Airplay charts, as well as the Singles charts where it became the first NZ song to achieve Platinum sales from digital downloads alone.
But the true power of radio has been demonstrated with the resulting rise of the Tiki Taane album which had dropped out of the Top 40 Albums charts by March. As 'Always On My Mind' impacted at radio, the album came back and began to rise steadily through the chart, eventually spending 8 weeks in the Top 5 over June and July and doubling its sales from Gold to Platinum. Another clear sign that in these changing times a genuine radio hit still goes a long way!
Phase Four – The Review
In July we called for tenders from researchers to undertake a review of our Phase Four New Zealand domestic music funding policy. This includes our funding schemes for making and marketing music – albums and new artists – more plugger power, and more music television.
The study will –
(i) review the conceptual and policy basis for the Phase Four plan and consider whether the assumptions upon which the plan was based are still relevant;
(ii) quantify the impact of the Phase Four intervention, not only in terms of its stated objectives but also in terms of its wider cultural and economic impact;
(iii) consider changes in the broadcasting and music environment in New Zealand since the Phase Four plan was launched in 2000, including (but not limited to) developments in digital delivery of music and online broadcast opportunities, radio listenership and music
consumption patterns; and
(iv) recommend ways NZ On Air might respond to these changes to take advantage of digital and online opportunities and challenges so as to enhance the relevance, effectiveness and impact of its music funding, both in cultural and economic terms.
Eight proposals were received, and by the beginning of September we expect to have green-lit a research team who will spend the remainder of the year studying the effects of the Phase Four music funding schemes since they were launched in 2000. Part of the review will involve consultation with a cross-section of industry stakeholders.
